Navigating Functional Skills Requirements: What Apprentices Need to Know

The rules around English and maths Functional Skills (FS) for apprenticeships have recently changed, particularly for those aged 19 and over. While the government has made exit requirements for these subjects optional for apprentices aged 19+ at the start of their training, providers like Eden Training Solutions continue to align their stance with sector-specific requirements, especially within childcare and early years.

Below is a clear breakdown of Eden’s approach to Functional Skills for apprentices.

Key Policy Changes and Eden’s Stance

Eden’s approach is designed to support the childcare sector’s statutory framework, particularly in line with the Early Years Foundation Stage (EYFS) 2025 requirements.

19+ Apprentices (English)

  • Apprentices aged 19 or older can waive their right to complete FS English.
    However, those who do will not be counted in staff ratios.
  • To count within ratios at Level 3 (and for those on the experience-based route), a suitable Level 2 qualification in English is required.
  • Eden therefore encourages all Level 2 and 3 apprentices aged 19+ to work towards and achieve English Level 2, unless they already hold valid exemptions.

19+ Apprentices (Maths)

  • Under the EYFS, managers appointed after 4 January 2024 must have a Level 2 qualification in maths or achieve it within two years of starting their role.
  • This rule also applies to existing managers moving into a new managerial position.
  • Managers are responsible for ensuring that staff have the maths skills required to deliver the EYFS curriculum effectively.

Eden encourages all Level 5 (EYLP) apprentices aged 19+ to work towards and achieve Maths Level 2 if no exemptions exist.

Functional Skills Exemptions

Apprentices who already hold validated evidence of prior achievement may be exempt from Functional Skills.

Accepted Evidence for Exemptions

  • Original (validated) Functional Skills certificates (Ofqual approved)
  • Original (validated) Key Skill qualifications at a comparable level
  • Provisional results or statements of achievement from awarding bodies
  • Personal Learner Record (PLR) showing qualification details and dates

If you have validated exemptions at the required level, you are exempt from FS for:

  • EYP2 (Level 2 standards)
  • Level 3 and Level 5 standards (Level 2 exemptions)

If an EYP2 apprentice only holds a Level 1 exemption, they must still work towards and attempt Level 2 English.

Initial Assessment (IA) and Next Steps

For apprentices without exemptions, the journey begins with an Initial Assessment (IA) through the BKSB system.

Purpose of the IA

The IA identifies your current working level in English and maths, which determines your starting point and learning plan.

The lowest level is Entry Level 1 (E1), indicating minimal knowledge of the topic.

Examples for 16–18 Apprentices (English and Maths)

  • E1 Result: You will be asked to Redo IA and Refer.
    For Level 2 apprentices needing Level 1 FS, E1 is considered three levels behind, which can take over two years to bridge.
  • E2.5 to E2.9 Result: You will be Accepted with FS Tutor Support.
    For example, an E2.6 result is around 1.5 levels behind. With support, the apprentice can realistically achieve the target level during their programme.
  • L2 Result: You are already working at the required level and are ready for assessment without FS Tutor support.

Further Assessment and Support

Once your IA level is set, a Diagnostic Assessment (DA) is conducted. This measures how far your current level is from the target level and identifies learning activities needed to close the gap.

Progress and Testing

  • Mock Tests: Used to gauge readiness for final assessment.
  • If you fail a mock test: You may need refresher sessions with your Skills Coach, BKSB activities, or extra input from your FS Tutor.
  • If you pass a mock test: Your final Functional Skills assessment will be booked.

Special Considerations (SEND and EHCP)

Eden is committed to ensuring equal opportunity and tailored support for every apprentice.

Apprentices with Special Educational Needs and Disabilities (SEND) or an Education, Health and Care Plan (EHCP) may require additional help.

  • Apprentices can self-refer by declaring a diagnosed condition.
  • A formal assessment with Eden’s Safeguarding and Welfare Officers determines appropriate adjustments.
  • Where Functional Skills are affected, extra support may include additional visits, bespoke learning materials, or more time with the FS Tutor.

Support is individualised and delivered with full collaboration between Eden and the apprentice’s employer.
